The in-house figure is the median salary for network and computer systems administrators (BLS OEWS May 2025 via O*NET OnLine, Oklahoma City, OK: $91,160) divided by 0.70, because benefits are 30% of total compensation (BLS Employer Costs for Employee Compensation, June 2026). This is our calculation. Licenses, hardware and projects are extra either way, and one person cannot cover every hour.

Get my Oklahoma City quoteOklahoma breach notice rule: notify affected residents without unreasonable delay, with no fixed number of days. The Attorney General must also be notified when a breach involves 500 or more residents. The full rule and statute link are in our Oklahoma data breach notification law guide.
- Controlled Unclassified Information (CUI)
- Controlled Unclassified Information is government information, created or held by the government or by a contractor on its behalf, that law, regulation or policy says must be safeguarded, though it is not classified; technical drawings and specifications on defense contracts are common examples.
Managed IT services in Oklahoma City: budget and local pay
At that per-seat rate 12, 25 seats cost an Oklahoma City company $30,000 to $75,000 annually. Security-heavy bundles can go above $300 per user 4, a tier some defense suppliers end up in.
The Oklahoma City metro median for a systems administrator was $91,160 in May 2025, and $55,230 for a user support specialist 56. Benefits run 30% of private employer compensation 7; with them, our estimate for the administrator is about $130,200 a year. A supplier that needs NIST SP 800-171 documentation as well as daily support usually needs a second person or an outside partner, which is where a managed or co-managed contract fits. Tiers are compared in managed IT pricing, explained.
Tinker, aerospace and the Oklahoma City economy
Tinker Air Force Base employs 26,000 workers, about 6,300 of them active-duty military, and has an annual economic impact of nearly $6.7 billion, according to HUD's 2024 market analysis 3. The regional chamber describes the Oklahoma City Air Logistics Center at Tinker as the nation's largest aircraft and jet engine repair center 8. It lists Boeing, Pratt & Whitney, Lockheed Martin, Northrop Grumman and GE Aviation among 338-plus aerospace firms in the region 8. The FAA's Mike Monroney Aeronautical Center (5,150 employees) is another top-10 employer, and INTEGRIS Health, Mercy and SSM Health together employ 23,100 3.
Government and education and health services each employ more than 120,000 people in the metro: 124,300 and 129,100 in August 2026 (preliminary) 9. Oklahoma County had 24,877 business establishments in 2023, 5,814 with 10 to 49 employees and 1,266 with 50 to 249 10. It counted 292 computer systems design and related services establishments 10. Not all of them support defense work, so ask about it directly.

Get my Oklahoma City quoteDFARS and CMMC for Tinker suppliers
An Oklahoma City machine shop, parts distributor or engineering firm that handles Controlled Unclassified Information already has binding cyber duties, whatever happens to CMMC. Where DFARS 252.204-7012 is in the contract, the supplier must apply NIST SP 800-171 to covered systems, report a cyber incident to DoD within 72 hours of discovery, and keep forensic images of the hit systems for no less than 90 days 11. Primes are barred by DFARS 252.204-7020 from giving a covered subcontract to a supplier that lacks a current NIST SP 800-171 assessment, at minimum a Basic self-assessment dated within three years 12.
Above the self-assessment level, CMMC is on hold. Since DoD's July 13, 2026 suspension of Phase 2, the rollout has stayed in Phase 1 without a restart date 13. The ceiling for a contracting officer is Level 1 (Self) or Level 2 (Self), and third-party assessment terms are to come out of existing contracts 14. That could change once DoD finishes its review, so keep your SPRS score current. For the program basics, read what CMMC requires; for the control set, the 110 NIST SP 800-171 requirements; and for outside help, CMMC compliance services and costs. Your contracting officer or counsel should confirm what your own contract says.
Oklahoma's safe harbor, breach notice and privacy law
Oklahoma's rewritten breach law, in force since January 1, 2026, ties penalties to whether a business used reasonable safeguards. Residents must be notified without unreasonable delay, and when 500 or more are affected, the Attorney General must hear no more than 60 days after they do 15. A business that used reasonable safeguards and gave proper notice faces no civil penalty and can raise that as an affirmative defense. One that gave notice without reasonable safeguards faces actual damages and a $75,000 penalty, and the general cap is $150,000 per breach 16.
The system security plan and incident response procedures behind a NIST SP 800-171 self-assessment double as evidence of reasonable safeguards, if a defense supplier ever has to show the state it used them.
SB 546, Oklahoma's general consumer privacy statute, starts January 1, 2027. Its thresholds are personal data on 100,000 state residents in a year, or on 25,000 where data sales bring in over 50% of gross revenue 17. Only the Attorney General will enforce it, with penalties up to $7,500 per violation and a 30-day cure period 17. Oklahomans reported $131.9 million in losses on 11,964 FBI IC3 complaints in 2025 18. The full rule is on our Oklahoma breach law page.
Oklahoma City cybersecurity services: what to buy first
Security purchases in Oklahoma City should follow the order that both insurers and DoD reward. MFA comes first: under the CMMC scoring method, 5 points come off the 110-point maximum if no users have MFA, and 3 if only remote and privileged users do 19. Next come managed endpoint detection and response, which BD Emerson's 2026 market review prices at $8 to $25 per endpoint monthly 20, central logging that can support a 72-hour incident report, and tested backups.
Write an incident response plan that names who calls DoD, the insurer and counsel. During a live attack, the first calls go to the breach hotline on your cyber policy (if you carry one) and to the FBI through ic3.gov 18. Leave affected machines as they are rather than reimaging them; DFARS 252.204-7012 expects those images to be kept 11. Our incident response guide walks through the steps.
Co-managed IT and questions for Oklahoma City providers
Plants and engineering firms with an in-house IT lead often add co-managed support, priced by Meriplex for 2026 at $45 to $175 per seat monthly 21. Ask each candidate:
- Which of your clients have posted an SPRS score with your help, and can we talk to one?
- Will your tools and staff stay within our assessment scope, and can you document that?
- Who reaches our site, and how fast, when a shop-floor PC fails?
- What happens to our logs and credentials if we leave?
The contract itself is covered in our MSP selection guide. For other sites, see Tulsa, Wichita and Plano, or the managed IT services hub for every other city.
Common questions
What should an Oklahoma City firm budget for IT support?
Do Oklahoma City suppliers to Tinker need CMMC certification yet?
Certification by an outside assessor is off the table for now. Since the July 2026 suspension, new and existing contracts may specify only the self-assessed versions of Level 1 and Level 2 14, while the 7012 clause and the NIST SP 800-171 controls behind it stay enforceable 1113. Your contracting officer can confirm what your award requires.
What does DFARS 7012 require after a cyber incident?
Two things: DoD must get the incident report inside 72 hours of discovery, and the contractor has to hold onto images of the compromised systems for 90 days or longer after filing 11. Your IT provider should have logging and an incident plan that make those steps possible.
What does a managed service provider in Oklahoma City do for a defense supplier?
Beyond help desk, patching and backups, it should maintain the security controls and evidence behind your NIST SP 800-171 self-assessment and SPRS score, and support incident reporting under DFARS 252.204-7012 11.
When does Oklahoma's consumer privacy law take effect?
It starts January 1, 2027. The volume thresholds (100,000 Oklahoma consumers a year, or 25,000 for firms earning most of their revenue from data sales) leave most small companies out 17.
