The in-house figure is the median salary for network and computer systems administrators (BLS OEWS May 2025 via O*NET OnLine, Lubbock, TX: $72,530) divided by 0.70, because benefits are 30% of total compensation (BLS Employer Costs for Employee Compensation, June 2026). This is our calculation. Licenses, hardware and projects are extra either way, and one person cannot cover every hour.

- Under HIPAA, a business associate is an outside company that creates, receives, stores or transmits protected health information for a medical practice or health plan, such as an IT provider with access to patient records, and it must sign a business associate agreement.
Lubbock managed IT services: quotes versus a local hire
Quotes to Lubbock firms of 10 to 100 employees generally sit inside that per-head band 12. Pay as you go, with no contract, and Flamingo's guide lists $75 to $250 an hour 1.
Hiring costs less here than national figures suggest. In May 2025 Lubbock's network and computer systems administrators earned a $72,530 median, roughly 27% under the $99,130 national figure, while computer user support specialists made $49,840 346. Factoring in benefits at 30% of private employer compensation 5, we estimate one administrator at about $103,600 a year.
That changes the answer for mid-sized firms. At $150 per user, managed IT for roughly 58 people costs the same as one fully loaded administrator. Above that size, a single internal hire backed by outside support often pencils out; below it, the hire still costs more and leaves nobody to cover sick days. What each tier includes is listed in managed IT prices explained.
Lubbock's hospitals, university and farm economy
Health care is Lubbock's largest industry cluster, at more than 13.3% of metro employment, according to the Dallas Fed 7. Covenant Health and UMC Health System together employ 9,000 people, and University Medical Center is the main teaching hospital for Texas Tech University Health Sciences Center 7. Education accounts for 11.9% of employment, 1.5 times the national concentration, with Texas Tech enrolling more than 40,000 students 7. In August 2026 (preliminary), government employed 40,600 people in the metro and education and health services 26,400 8.
Agriculture shapes much of the rest. The High Plains harvests more than a third of the U.S. cotton crop, and Leprino Foods' $870 million dairy plant is expected to employ 600 workers when finished in 2026 7. Gins, cooperatives, processors and equipment dealers work to a seasonal calendar, so an outage during harvest does more damage than the same outage in a slow month.
Lubbock County had 8,019 business establishments in 2023, including 2,123 with 10 to 49 employees and 431 with 50 to 249 9. A thin 64 carried the computer systems design and related services code 23, and software and consulting firms are part of even that. With so few local providers, Lubbock buyers should settle early how on-site work will be covered.

Get my Lubbock quoteHIPAA for Lubbock clinics and their vendors
Every physician group, therapy practice, billing company and IT vendor that handles patient data around Lubbock's health systems answers to HIPAA. The core requirement is a current, documented risk analysis. OCR's September 2026 settlement with Ambry Genetics, $700,000 after a phishing attack that affected 225,000 people, cited a potential failure to perform one 10. Small offices are not exempt: in October 2026 OCR announced a $140,000 settlement with a dental practice 11.
No final HIPAA Security Rule update exists yet. The federal regulatory agenda carries it as a long-term action aimed at July 2027 12, and HHS says today's rule governs in the meantime 13. The proposal would require MFA, encryption of patient data and a technology asset inventory 14, so building those in now avoids a scramble later.
Any Lubbock IT firm that can reach patient records is acting as a business associate, and the contract should include a signed BAA. See our HIPAA compliance services guide and healthcare IT page.
Texas breach notice and the HIPAA clock
Texas sets no harm threshold for breach notice. Any unauthorized acquisition that compromises sensitive personal information, which includes medical information, must be reported to the affected people within 60 days of the business determining it happened 15. With 250 or more Texans involved, an online report to the Attorney General is due within 30 days 1516. Encryption offers the main exit, since encrypted data is exempt as long as the taker lacks the key 15, which is why every laptop and phone holding patient or customer records should be encrypted.
HIPAA runs a parallel timeline: 60 calendar days from discovery, at most, for patient letters, with HHS told on that same schedule whenever 500 or more people are affected 1718. A Lubbock clinic hit by ransomware could face the Texas Attorney General deadline, the HIPAA patient deadline and an HHS filing in the same month.
Texas's broad privacy law, the TDPSA, has applied since July 1, 2024, but it leaves out businesses that are small by SBA standards apart from a consent rule for selling sensitive data 19. Texas residents sent FBI IC3 97,912 complaints in 2025, reporting $1.83 billion lost 20. See our Texas breach law page and our summary of the HIPAA breach notification rule.
Cybersecurity, co-managed IT and choosing a Lubbock provider
Backups decide how fast a clinic or processor recovers from ransomware. In Sophos's 2026 survey of U.S. organizations sized 100 to 5,000 employees, backups brought back encrypted data for 60% of ransomware victims, and phishing led the technical root causes 21. Priorities for a Lubbock practice or plant office:
- Multifactor logins on email, the EHR or ERP, and any remote access
- EDR installed on each PC and server
- Backups kept off the network and restored on a schedule
- Phishing training refreshed at least once a year
Recovery time and recovery point targets are explained on our BDR services page. Companies with an IT employee on staff can pass monitoring and after-hours duty to a provider through co-managed IT; Meriplex's 2026 figures run $45 to $175 per head monthly 22.
When you compare providers, ask who comes on site and from where, whether visits are included in the fee, and how long a technician takes to reach a clinic or gin outside the city. A remote-first provider can still work if a local partner handles hands-on tasks. The rest of our checklist is in comparing managed service providers. Firms with other sites can compare Fort Worth, Irving and Oklahoma City, or find every other city through the managed IT services hub.
Common questions
How much should a Lubbock business spend on IT support?
At what size does an in-house IT hire make sense in Lubbock?
How does a managed service provider in Lubbock help a medical practice?
It runs the help desk, patching, backups and security tools, and it should sign a business associate agreement. It should also help produce the documented HIPAA risk analysis OCR expects; the lack of one was cited in OCR's September 2026 Ambry Genetics settlement 10.
Do Lubbock businesses have to report every data breach?
Are there enough IT companies in Lubbock?
Not many. Only 64 county businesses were classed by Census as computer systems design firms in 2023 23, and some write software rather than support offices. Many local businesses use a remote-first provider and agree in writing on how on-site visits are handled.
