The in-house figure is the median salary for network and computer systems administrators (BLS OEWS May 2025 via O*NET OnLine, Knoxville, TN: $87,400) divided by 0.70, because benefits are 30% of total compensation (BLS Employer Costs for Employee Compensation, June 2026). This is our calculation. Licenses, hardware and projects are extra either way, and one person cannot cover every hour.

Managed IT services in Knoxville: prices and the in-house comparison
Twenty-five Knoxville users at published rates 12 add up to $30,000 to $75,000 in annual managed IT spend. Hourly, no-contract support lists from $75 up to $250 1 for firms that only call when something breaks.
Knoxville IT salaries sit below the U.S. level. The metro's May 2025 median for a systems administrator was $87,400, under the $99,130 national median, and help desk technicians earned $53,350 486. Once benefits are added (BLS says they are 30% of private-sector compensation 7), an administrator runs near $124,900 a year in our estimate.
Lower pay makes an internal hire more tempting here than in larger metros. At a mid-range $175 per user, that loaded administrator cost equals managed IT for about 59 users. Below that, outsourcing usually costs less and brings a bench of technicians and security tools one hire cannot match. What drives an MSP quote up or down is covered separately.
Oak Ridge, UT and Covenant Health: Knoxville's IT buyers
Three large institutions top Knoxville's employer list. HUD's December 2022 market profile ranks the Department of Energy first among metro employers at 15,400 workers, including the Y-12 National Security Complex (7,250) and Oak Ridge National Laboratory (5,775) in Anderson County, part of the Knoxville metro 3. ORNL alone had a $7.2 billion economic impact in Tennessee in 2020 3. Covenant Health (11,350 employees) and the University of Tennessee, Knoxville (9,000 faculty and staff, nearly 34,000 students) come next 3. Those counts are from 2022 and may have shifted.
The wider economy is broader. By BLS's preliminary August 2026 numbers, trade, transportation and utilities employed 91,700 of the metro's 455,500 nonfarm workers, professional and business services 74,500, education and health 67,400, government 60,300 and manufacturing 43,800 11.
Knox County had 12,519 business establishments in 2023; 3,457 had a payroll of 10 to 49 people and 799 had 50 to 249 9. Of the 142 Knox County establishments coded by Census as computer systems design firms, 95 employed fewer than five people 10. Typical buyers include engineering and environmental contractors, staffing agencies, labs, clinics and research spinouts.

Oak Ridge suppliers should not assume CMMC applies to them. ORNL and Y-12 are Department of Energy sites, and Y-12 is a National Nuclear Security Administration complex, while CMMC is a Defense Department program that reaches only firms holding DoD contracts or subcontracts. For DOE or NNSA work, read the security clauses in the contract itself and ask the prime what evidence it expects.
For Knoxville firms that do hold DoD work, CMMC itself is on hold: the department stopped the rollout at Phase 1 on July 13, 2026, with no date yet for the certification phase 1213. Contract-required self-assessments carry on, and the 7012 DFARS clause, with its NIST SP 800-171 Revision 2 controls, remains enforceable 1213. Dates may move again; our CMMC tracker page follows the program.
Either way, research and engineering suppliers should be ready to show the basics: MFA, encrypted laptops, controlled access to project files, logged administrator activity and a written incident plan. Your IT provider should hand over proof of each, not just install the software.
Tennessee breach and privacy law for Knoxville businesses
Tennessee residents hit by a breach must hear from the business no later than 45 days after it discovers the breach or is told about it; only a law enforcement request can stretch that 5. The state wants no filing with the Attorney General or any agency. Consumer reporting agencies do get notice once a single mailing exceeds 1,000 people 5.
Two features matter for Knoxville's research and health economy. Encrypted data is exempt only if the encryption meets FIPS 140-2 and the key was not also taken 5, so ask whether your laptop and backup encryption is FIPS-validated. And businesses subject to HIPAA or the Gramm-Leach-Bliley Act are exempt from this section and follow their federal rules 5; a hospital-affiliated clinic or a bank falls in that group, an engineering contractor does not.
Penalties can be steep: the Attorney General may pursue whichever is largest of $10,000, $5,000 for each day a person's identity was assumed, or ten times what was obtained, and injured customers can bring their own suits 14.
TIPA, Tennessee's privacy act effective July 1, 2025, stays out of reach for most Knoxville firms. It needs over $25 million in revenue plus personal data on 175,000 Tennesseans in a year, or on 25,000 if data sales bring in more than half of revenue 15. Enforcement sits with the Attorney General alone, at up to $7,500 per violation 16. Since 2024, class actions over a cybersecurity event also need proof of gross negligence or willful and wanton misconduct 17. IC3 counted 16,261 Tennessee complaints for 2025 and $269.2 million in losses 18. The Tennessee notice statute, section by section, is on our state page; your attorney can confirm what applies.
Cybersecurity and co-managed IT in Knoxville
Research contractors and larger clinics in Knoxville may employ an IT person or two and add an outside firm rather than replace them. Meriplex's 2026 pricing for co-managed IT spans $45 to $175 a seat monthly, rising as EDR, patching and a security operations center are added 19. Staff keep projects and local knowledge; the provider brings monitoring, tooling and night coverage. Splitting IT between staff and a provider explains the usual division.
For smaller firms, the priorities are MFA everywhere, FIPS-validated encryption on laptops and backups, monitored endpoint protection and scheduled restore tests. Nationally, IC3 tied about $3.05 billion of 2025 losses to business email compromise 18, so anyone paying vendors or grant subcontractors should confirm new bank details by phone. Security steps for small firms ranks the rest.
Picking a Knoxville MSP for federal supply work
A Knoxville provider should understand federal contract paperwork and be able to reach sites across Knox and Anderson counties. Ask:
- Have you supported DOE, NNSA or DoD subcontractors, and what evidence did you produce for them?
- Is our encryption FIPS 140-2 validated, and can you document it?
- What is your on-site time to our Knoxville or Oak Ridge office?
- Can you show a prime our logged administrator activity and who can open each project folder?
For contract points, see what to check before signing with an MSP. For other offices, Chattanooga and Nashville follow the same Tennessee breach law, while Greenville and Lexington fall under South Carolina and Kentucky rules. Our city index lists every metro.
Common questions
What do managed IT services cost a Knoxville company?
Should a Knoxville firm hire an IT person instead?
Does CMMC apply to Oak Ridge contractors?
Which tasks does a Knoxville managed service provider handle?
Daily IT for one monthly fee: the help desk, updates, monitoring, backups and security tools, plus budget planning. Firms keeping their own IT staff can buy co-managed support, which Meriplex prices at $45 to $175 a seat monthly 19.
How long do Knoxville businesses have to send breach notices?
What IT services in Knoxville do medical practices need?
HIPAA-ready ones: a signed BAA, a written risk analysis, encryption and tested restores. Practices covered by HIPAA sit outside Tennessee's breach notice section and follow the federal rule 5.
