The in-house figure is the median salary for network and computer systems administrators (BLS OEWS May 2025 via O*NET OnLine, Cleveland, OH: $96,140) divided by 0.70, because benefits are 30% of total compensation (BLS Employer Costs for Employee Compensation, June 2026). This is our calculation. Licenses, hardware and projects are extra either way, and one person cannot cover every hour.

- Managed IT services
- Managed IT services are a contract under which an outside provider supports, monitors, updates and secures a company's computers, network and cloud accounts for a recurring monthly fee.
Managed IT services in Cleveland: the price range
Cleveland businesses can expect quotes of $100 to $250 per user per month for fully managed IT, based on published pricing guides from providers and software vendors 12. Basic plans start near $100 to $125; plans with more security and strategy work run $200 to $300 2. Per-device pricing is common too, at roughly $50 to $100 per workstation and $100 to $400 per server 9.
Run the in-house numbers before deciding. A Cleveland network and computer systems administrator earns a median $96,140, and a computer user support specialist $59,890 67. Benefits add about 30% of total compensation in private industry 8, so those two hires cost about $137,300 and $85,600 a year (our calculation). Twenty-five users on even a high-end plan come to $75,000.
The tradeoff is control. An employee knows your people and is in the building every day. A provider brings a bench of specialists and coverage when someone is sick or on vacation. Our managed IT pricing guide explains how per-user and per-device quotes compare.
Cleveland's health care economy and what it asks of IT
Health care sets the tone for IT work in Cleveland. Cleveland Clinic (33,250 employees) and University Hospitals (14,500) are the area's two largest employers 10, and education and health services accounted for 209,000 of the metro's 1,096,700 nonfarm jobs in August 2026 11.
Most local firms are not hospitals, but many sit in their supply chain: specialty practices, billing companies, labs, therapy groups and software vendors. Any of them that handles protected health information on a provider's behalf is a business associate under HIPAA, and must notify the covered entity of a breach no later than 60 days after discovery 12.
HHS has proposed a stricter Security Rule that would require MFA, encryption of health data at rest and in transit, and a written asset inventory and network map 13. It is still a proposal; the current rule remains in effect 14. A provider who builds toward it now saves rework later, and our HIPAA compliance services guide shows what that work includes.
Manufacturing matters too. It is 11% of metro payrolls against 8% nationally 10, about 125,300 jobs 11, and plant networks need patching that does not stop a production line.

Get my Cleveland quoteOhio's breach law and the Data Protection Act safe harbor
Ohio requires businesses to notify affected Ohio residents in the most expedient time possible and no later than 45 days after discovering a breach 4. There is no Attorney General notice requirement, but if more than 1,000 Ohio residents are notified for a single breach, the consumer reporting agencies must be told 4.
The more useful Ohio law is the Data Protection Act, Ohio Revised Code chapter 1354. It gives a business an affirmative defense to tort claims after a breach if it created, maintained and complied with a written cybersecurity program that reasonably conforms to a recognized framework 3. Qualifying frameworks include the NIST Cybersecurity Framework, NIST SP 800-171, the CIS Controls and ISO/IEC 27000 3. In plain terms, documentation can support a legal defense.
That changes what a good IT contract looks like in Ohio. Ask any provider which framework it maps your controls to, who keeps the written program current and how evidence is stored. Confirm with your own counsel how the defense would apply to you.
There is still no broad Ohio consumer privacy statute on the books as of October 2026 1516. Ohioans filed 27,626 complaints with the FBI's IC3 in 2025 reporting $421.3 million in losses, eighth among states by complaint count 17.
Cybersecurity services for Cleveland firms
A Cleveland firm's security budget should go first to the controls that block the common attacks: MFA, endpoint detection and response, email filtering and tested backups. The 2026 Verizon DBIR found ransomware in 48% of breaches 18. Sophos found US organizations spent an average of $2.51 million recovering from a ransomware attack, in a sample of firms with 100 to 5,000 employees 19.
Plan on $8 to $25 per endpoint per month for mainstream managed detection and response 20. Some MSPs bundle it; others resell a specialist. Either way, ask who watches alerts at 2 a.m. and what they are allowed to do without calling you.
Because of the Ohio safe harbor, security work here should end in paperwork: a written program, a risk assessment and an incident response plan. Our cybersecurity for small business guide covers what belongs in each.
IT support and co-managed options in Cleveland
Cleveland organizations with an internal IT lead can split the work. Depending on how much the provider takes on, co-managed IT costs $45 to $175 per user per month in one provider's 2026 published estimate 21. The provider typically takes monitoring, patching and after-hours coverage, and your staff keep projects and user relationships. Our co-managed IT guide explains the split.
For strategy without a full-time hire, some providers include a virtual CIO in the plan; standalone vCIO retainers are published at $2,000 to $10,000 a month 22.
