Plan prices are one provider's published 2026 tiers (Strategic Micro Systems, Managed IT Services Cost Per User: A 2026 Pricing Guide). The in-house figure is the median salary for network and computer systems administrators (BLS OEWS May 2025 via O*NET OnLine, Virginia Beach-Chesapeake-Norfolk, VA-NC: $98,640) divided by 0.70, because benefits are 30% of total compensation (BLS Employer Costs for Employee Compensation, June 2026). This is our calculation. Licenses, hardware and projects are extra either way, and one person cannot cover every hour.

Virginia breach notice rule: notify affected residents without unreasonable delay, with no fixed number of days. The Attorney General must also be notified of any breach. The full rule and statute link are in our Virginia data breach notification law guide.

Controlled Unclassified Information (CUI) is information the government creates or possesses, or that a contractor creates or possesses for the government, that law, regulation or government-wide policy requires or permits to be safeguarded, excluding classified information.

Managed IT services in Virginia Beach: costs for offices and defense contractors

Within that per-head band from 2026 provider guides 12, an entry tier lands near $100 to $125 and a security-heavy premium tier near $200 to $300 2. For 25 employees, figure on roughly $2,500 to $6,250 monthly.

Local pay sits just under the national median. The Virginia Beach-Chesapeake-Norfolk median for systems administrators was $98,640 in May 2025, close to the $99,130 national number, while help desk specialists earned $59,650 367. Private employers spend 30% of total compensation on benefits 5; by our arithmetic that lifts one administrator to about $140,900 a year.

For defense contractors the comparison has another line. Someone has to maintain the security documentation that DFARS clauses expect, and one generalist rarely has the time. A managed or co-managed plan that includes that work, priced as a named line item, is often cheaper than a second hire. Pay-as-you-go repairs cost $75 to $250 an hour 1. What a standard plan does and does not include is listed in our managed IT price guide.

Virginia Beach's Navy economy and business base

Defense shapes Virginia Beach more than any other industry. Joint Expeditionary Base Little Creek-Fort Story is the city's largest employer, and Naval Air Station Oceana is second 9. Oceana is the Navy's East Coast training hub for jets, flying mainly F/A-18 Super Hornets, and hosts 17 aviation squadrons 9. With Dam Neck Annex and NALF Fentress, it counts about 10,500 active Navy personnel and 4,500 civilians 9. Next door, Naval Station Norfolk holds the Navy's largest concentration of naval forces 10.

Government was the metro's largest supersector in August 2026, with 160,000 of 830,100 nonfarm jobs (preliminary) 8. Next came trade, transportation and utilities at 143,300, education and health services at 126,900 and professional and business services at 121,700 8. Manufacturing added another 53,800 jobs 8.

Virginia Beach is an independent city, so Census counts here cover the city alone, not Norfolk or the rest of Hampton Roads. The city had 11,822 business establishments in 2023, including 2,815 with 10 to 49 employees and 546 with 50 to 249 4. Of those, 211 were in the Census computer systems design and related services group 11; consultancies and software developers sit in that group next to the shops that provide IT support in Virginia Beach.

CMMC, DFARS and SPRS for Virginia Beach subcontractors

A Virginia Beach subcontractor's most immediate obligation is often the one its prime asks about: a current NIST SP 800-171 assessment in the Supplier Performance Risk System (SPRS). DFARS 252.204-7019 asks every offeror to have, for each covered system, an SPRS-posted assessment dated within the past three years 15. DFARS 252.204-7020 bars a contractor from awarding covered subcontracts unless the subcontractor has at least a Basic Assessment from the last three years 16.

The 7012 clause sets the security work itself 14:

  • Systems holding covered defense information must implement NIST SP 800-171
  • A cyber incident goes to DoD within 72 hours, filed with a DoD-approved medium assurance certificate
  • Images of the affected systems stay preserved for at least 90 days after reporting
  • Store covered defense information only in cloud services that meet FedRAMP Moderate or equivalent requirements

Outside-assessor CMMC certification is not happening for now. Phase 2 was suspended by DoD on July 13, 2026, leaving the rollout paused in Phase 1 with no new date announced 12. Today a contracting officer can designate Level 1 (Self) or Level 2 (Self) and nothing higher, while the 7012 requirements stay in force 13. The timeline will likely shift again. We track the program's status on our CMMC overview, and the NIST SP 800-171 requirements page walks through the controls themselves.

Virginia breach notice and privacy rules

Virginia makes the Attorney General part of every reportable breach. Even a breach touching one resident means notice, without unreasonable delay, to that person and to the Office of the Attorney General, since the law sets no minimum number of people 18. If more than 1,000 people are notified at one time, the timing, distribution and content of the notices go to the Attorney General and to the nationwide consumer reporting agencies 18.

Three details matter for Virginia Beach employers:

  • Notice is owed only if the business reasonably believes the breach has caused, or will cause, identity theft or other fraud to a Virginia resident 18.
  • Employers and payroll providers must also notify the Attorney General when an employee's taxpayer ID number is compromised together with income tax withheld 18.
  • The Attorney General can seek civil penalties of up to $150,000 per breach or series of similar breaches 18.

The Virginia Consumer Data Protection Act applies only at 100,000 Virginia consumers a year, or 25,000 if more than half of revenue comes from selling personal data 19, so it rarely reaches small local firms. Virginians filed 25,314 complaints with FBI IC3 in 2025 covering $476.1 million in reported losses 20. Our Virginia data breach law page has the full text summary.

Cybersecurity services for Virginia Beach Navy subcontractors

Cybersecurity services for a Navy subcontractor have to produce evidence, not only protection. A provider should be able to show where controlled information lives, who can reach it and how each NIST SP 800-171 control is met, in a system security plan the firm can hand to a prime. CUI is defined in federal regulation as government information that law or policy requires to be safeguarded 17, and technical drawings and specifications received under a contract can qualify.

Many small contractors keep CUI in a separate cloud enclave rather than securing the whole office. See our page on GCC High and CUI enclaves for the tradeoffs. Outside defense work the minimum is the same for everyone: multifactor logins, EDR on every device, filtered email and backups you have actually restored.

IT support in Virginia Beach: choosing a provider for defense work

Judge a Virginia Beach provider on its defense paperwork record first and its help desk second. A contractor with its own IT staffer can bring in outside monitoring, tools and compliance help on a co-managed IT arrangement; one provider's 2026 estimate prices that at $45 to $175 monthly per user 21.

Questions for providers offering IT support in Virginia Beach:

  • Which SPRS submissions and system security plans have you supported?
  • Do you have a DoD medium assurance certificate process for 72-hour incident reports?
  • Can you work inside a CUI enclave without moving data out of it?
  • On exit, what is your process for returning passwords, network diagrams and the system security plan?

Hampton Roads firms with offices in other markets can compare Richmond, Washington, DC and Raleigh. Contract and switching questions are covered in our MSP selection guide, and the remaining metros are linked from the managed IT services home page.

Common questions

How much is IT support for a Virginia Beach office?

Figure $100 to $250 monthly per head for managed support, per 2026 provider guides 12, versus a $98,640 median salary for a local systems administrator before benefits 3. Compliance documentation for defense work is often priced separately.

Do Virginia Beach defense subcontractors need CMMC certification in 2026?

Not from an outside assessor yet. The program sits paused in Phase 1, so the most a contract can ask for is a Level 1 or Level 2 self-assessment 1213. SPRS assessments and DFARS 252.204-7012 obligations continue 1415. Check the specifics of your contract with the contracting officer or a lawyer.

What is an SPRS score and why does a prime ask for it?

It is the posted result of a NIST SP 800-171 assessment in the Supplier Performance Risk System 15. Primes ask because DFARS 252.204-7020 bars them from awarding covered subcontracts to firms without at least a Basic Assessment from the last three years 16.

Which deliverables should a Navy contractor get from a managed service provider in Virginia Beach?

Beyond help desk and security: a maintained system security plan, evidence for each NIST control, MFA and logging, and readiness to support a 72-hour DoD incident report 14. Ask for each one in writing.

Who must a Virginia business notify after a data breach?

Both the affected residents and the Office of the Attorney General, without unreasonable delay, however few people are involved 18. Notifying more than 1,000 people at one time also brings in the consumer reporting agencies 18.

Is an MSP cheaper than an IT hire in Virginia Beach?

Usually, below roughly 50 staff. Covering 25 people through an MSP comes to $30,000 to $75,000 annually 12, while one benefited administrator is about $140,900 using BLS pay and benefit data, our calculation 35.
