The in-house figure is the median salary for network and computer systems administrators (BLS OEWS May 2025 via O*NET OnLine, Hartford-West Hartford-East Hartford, CT: $105,580) divided by 0.70, because benefits are 30% of total compensation (BLS Employer Costs for Employee Compensation, June 2026). - Insurance Data Security Law (Connecticut)
- Connecticut's Insurance Data Security Law (Conn. Gen. Stat. 38a-38) is the state statute that requires insurers, agencies and other Insurance Department licensees to keep a written information security program, oversee their third-party service providers and report any cybersecurity event to the Insurance Commissioner in three business days or less.
Managed IT services in Hartford: base plans and compliance line items
Inside the per-employee spread 12, basic tiers sit near $100 to $125 and security-heavy premium tiers near $200 to $300 2. At 25 seats, the annual bill comes to $30,000 to $75,000.
Hartford IT pay runs above the national level. Hartford-area network and computer systems administrators had a $105,580 median in May 2025, compared with $99,130 nationally; help desk specialists made $63,930 367. Once benefits are added at the 30% share BLS reports 5, one administrator costs about $150,800 a year by our calculation.
Compliance work is where Hartford quotes differ most. A plan for an insurance agency or a defense supplier should spell out who writes and maintains the security program, who keeps evidence, and who files incident reports, because those tasks take real hours. Ask for them as named line items. Standard tiers are explained in our managed IT pricing overview.
Insurers, aerospace and Hartford's business base
Hartford is known as the Insurance Capital of the World, and the label still fits. HUD counted 38,800 insurance carrier and related jobs in the area in the 12 months ending August 2019, about two-thirds of all financial activities jobs 8. The Hartford Financial Services Group is the only 2026 Fortune 500 company headquartered in the city, with Cigna in Bloomfield and Otis Worldwide in Farmington nearby 10. Travelers, Aetna and Talcott Resolution also rank among the area's large employers 8.
Aerospace is the second pillar. Pratt & Whitney, Collins Aerospace, Hartford Hospital, Eversource Energy and The Hartford each employed 5,000 to 9,999 people in HUD's 2019 count 8. Pratt & Whitney workers in East Hartford and Middletown build F135 engines for the F-35, and that program supports more than 53,000 jobs in three dozen states 9. Machine shops, engineering firms and distributors around those plants handle defense information.
Connecticut business counts now come by planning region rather than county. The Capitol Planning Region had 23,642 business establishments in 2023, including 5,829 with 10 to 49 employees and 1,419 with 50 to 249 4, plus 333 computer systems design and related services establishments 11.

Get my Hartford quoteConnecticut's Insurance Data Security Law
Insurance companies, agencies and other businesses licensed by the Connecticut Insurance Department follow their own cybersecurity statute, Conn. Gen. Stat. 38a-38, in effect since October 1, 2020 12. It requires:
- A written information security program
- Oversight of third-party service providers, which includes your IT provider
- A report to the Commissioner within three business days of any cybersecurity event
Licensees with fewer than 10 employees, counting independent contractors with access to nonpublic information, are exempt from the program requirements 12. A small independent agency may fall under that line, but a growing one will cross it.
The third-party oversight duty runs both ways. Carriers and larger agencies will ask their vendors, including MSPs, for security evidence, and a Hartford provider serving insurance clients should expect that review. Three business days is a short window, so the incident plan should name who calls the Department and who gathers the facts. Counsel can confirm how the law applies to your agency.
CMMC and DFARS for Hartford aerospace suppliers
CMMC's pause does not lift the cybersecurity terms already in Hartford suppliers' contracts. The Defense Department halted the rollout on July 13, 2026, leaving implementation in Phase 1, and the third-party certification phase that was due in November 2026 has not been rescheduled 13. Until that changes, contracting officers may designate only self-assessed Level 1 or Level 2, and the DFARS 252.204-7012 clause continues to apply 14. DoD has said it will keep enforcing self-assessments against NIST SP 800-171 Revision 2 13. A supplier's SPRS score should stay current while the program is under review, and the dates may move again.
The 7012 clause has practical IT consequences 15:
- DoD receives a cyber incident report inside 72 hours of discovery
- Affected system images are held for no less than 90 days following that report
- Cloud services holding covered defense information must meet the FedRAMP Moderate baseline or its equivalent
Before hiring, ask a provider which NIST SP 800-171 self-assessments it has supported, and use our CMMC overview to track the program's status.
Connecticut breach notice, privacy act and safe harbor
Any Hartford business that loses Connecticut residents' personal information has at most 60 days from discovery to notify them, and the Attorney General must hear no later than the residents do 16. Exposure of Social Security or taxpayer ID numbers obliges the business to provide 24 months or more of identity theft prevention services 16. Our Connecticut breach law summary has the full rule.
Two other state laws shape security spending. Under Public Act 21-119, a business that created and followed a written cybersecurity program conforming to a recognized framework, such as the NIST Cybersecurity Framework or CIS Controls, is shielded from punitive damages in a breach lawsuit 17. The shield does not apply if the business was grossly negligent 17. And since July 1, 2026 the Connecticut Data Privacy Act covers businesses that process data on at least 35,000 consumers, or any sensitive data such as health information 18.
By reported losses, Connecticut placed 24th among states in FBI IC3's 2025 data: about $219.5 million over 9,714 complaints 19.
Monitoring and choosing a managed service provider in Hartford
For insurers and defense suppliers alike, around-the-clock monitoring is now a common expectation. A 2026 market analysis prices mainstream MDR at $8 to $25 a device monthly 20; our MDR explainer covers scope. Firms with their own IT staff can add it through co-managed IT, which Meriplex prices at $45 to $175 per employee monthly by scope 21.
Ask any managed service provider in Hartford:
- Have you supported clients under the Insurance Data Security Law or DFARS 7012?
- Will you document controls against a named framework so the safe harbor is in reach?
- Who handles the three-business-day and 72-hour reports?
- Who holds admin credentials if we leave?
Contract, onboarding and switching questions are in our MSP selection checklist. For other New England offices, see Stamford, Worcester and Providence, or choose another city on the managed IT services hub.
